Faculties and Fundraising

Diocesan externs, religious externs, and international priests are only granted faculties with the formal permission of their bishop or superior and approval of the delegate on behalf of the archbishop. The priest's bishop or superior must provide a Statement of Suitability for Ministry letter, verifying that a priest does not have any known misconduct allegations or other questionable behavior or personal issues.

If the diocesan extern, religious extern, or international priest has served in another United States diocese, the Office for Externs and International Priests contacts that diocese for a reference. The applicants also complete a form listing personal references along with education and work history. The office may contact any of these references if it is deemed necessary. The priest's bishop or superior's Statement of Suitability for Ministry letter must be in conformity with the protocols of the United States Conference of Catholic Bishops.

A Note on Fundraising
Extern priests shall not be permitted to engage in fundraising activities. An exception may be made on a limited basis if the priest is requested in writing by his bishop or religious superior to do so and has the previous written consent of the Office for Mission Education and Animation.
